Is it New York?

Grand Theft Auto IV is set in Liberty City, a fictional city with more parallels to New York City than can be accidental. And it's huge, taking over an hour to cross on foot.

Previous games have been based in San Andreas (a mix of California and Nevada), Vice City (Miami), London and more.
